Numbers, Chapter 35

Hashem commands that the Levi’im receive forty-eight cities with their open land, six of them cities of refuge for one who kills unintentionally, and gives the laws that tell the murderer from the manslayer, the avenger of blood, the death of the high priest, witnesses, and no ransom.

Cities for the Levi’im

35:1And Hashem spoke unto Moshe (Moses) in the plains of Moav (Moab) by the Yarden (Jordan) near Yeriḥo (Jericho), saying,

35:2“Command the children of Yisrael (Israel), that they give unto the Levi’im (Levites), of the inheritance of their possession, cities to dwell in; and you shall also give unto the Levi’im open land for the cities round about them.

35:3And the cities shall they have to dwell in; and their open land shall be for their cattle, and for their goods, and for all their beasts.

35:4And the open land of the cities, which you shall give unto the Levi’im, shall reach from the wall of the city and outward a thousand cubits round about.

35:5And you shall measure from outside the city on the east side two thousand cubits, and on the south side two thousand cubits, and on the west side two thousand cubits, and on the north side two thousand cubits; and the city shall be in the midst. This shall be to them the open land of the cities.

35:6And among the cities which you shall give unto the Levi’im there shall be six cities of refuge, which you shall appoint for the manslayer, that he may flee there; and to them you shall add forty-two cities.

35:7So all the cities which you shall give to the Levi’im shall be forty-eight cities; them shall you give with their open land.

35:8And the cities which you shall give shall be of the possession of the children of Yisrael: from those that have many you shall give many, but from those that have few you shall give few; every one shall give of his cities unto the Levi’im according to his inheritance which he inherits.”

The cities of refuge

35:9And Hashem spoke unto Moshe, saying,

35:10“Speak unto the children of Yisrael, and say unto them, ‘When you have come over the Yarden into the land of Kena’an (Canaan),

35:11then you shall appoint for yourselves cities to be cities of refuge for you, that the slayer who kills any person unintentionally may flee there.

35:12And they shall be unto you cities for refuge from the avenger, that the manslayer not die until he stands before the congregation in judgment.

35:13And of these cities which you shall give, six cities shall you have for refuge.

35:14You shall give three cities on this side of the Yarden, and three cities shall you give in the land of Kena’an, which shall be cities of refuge.

35:15These six cities shall be a refuge, both for the children of Yisrael, and for the stranger, and for the sojourner among them, that every one that kills any person unintentionally may flee there.

Murderer and manslayer

35:16And if he strikes him with an instrument of iron, so that he dies, he is a murderer; the murderer shall surely be put to death.

35:17And if he strikes him with a stone in the hand, by which he may die, and he dies, he is a murderer; the murderer shall surely be put to death.

35:18Or if he strikes him with a hand weapon of wood, by which he may die, and he dies, he is a murderer; the murderer shall surely be put to death.

35:19The avenger of blood himself shall slay the murderer; when he meets him, he shall slay him.

35:20But if he thrust him out of hatred, or hurled something at him while lying in wait, so that he dies,

35:21or in enmity struck him with his hand, so that he dies, he that struck him shall surely be put to death, for he is a murderer; the avenger of blood shall slay the murderer when he meets him.

35:22But if he thrust him suddenly without enmity, or cast anything upon him without lying in wait,

35:23or with any stone by which a man may die, not seeing him, and cast it upon him, so that he dies, and he was not his enemy, nor sought his harm,

35:24then the congregation shall judge between the slayer and the avenger of blood according to these judgments;

35:25and the congregation shall deliver the slayer out of the hand of the avenger of blood, and the congregation shall restore him to the city of his refuge, where he had fled; and he shall stay in it unto the death of the high priest, who was anointed with the holy oil.

35:26But if the slayer shall at any time go outside the border of the city of his refuge, where he had fled,

35:27and the avenger of blood finds him outside the borders of the city of his refuge, and the avenger of blood kills the slayer, he shall not be guilty of blood,

35:28because he should have remained in the city of his refuge until the death of the high priest; but after the death of the high priest the slayer shall return into the land of his possession.

35:29So these things shall be for a statute of judgment unto you throughout your generations in all your dwellings.

Witnesses and ransom

35:30Whoever kills any person, the murderer shall be put to death by the mouth of witnesses; but one witness shall not testify against any person to cause him to die.

35:31Moreover you shall take no ransom for the life of a murderer, who is guilty of death; but he shall surely be put to death.

35:32And you shall take no ransom for him that has fled to the city of his refuge, that he should come again to dwell in the land, until the death of the priest.

35:33So you shall not pollute the land in which you are; for blood defiles the land, and the land cannot be cleansed of the blood that is shed in it, except by the blood of him that shed it.

35:34Do not defile therefore the land which you shall inhabit, in the midst of which I dwell; for I, Hashem, dwell among the children of Yisrael.’”

Sources & method

Hebrew text
The Masoretic text with vowels (nikkud) and cantillation marks (ta’amim), from the Westminster Leningrad Codex (public domain) as published by the Open Scriptures Hebrew Bible (CC BY 4.0). Where the written text (ketiv) differs from the reading (qere), the reading is shown and the written form follows in small type. A paragraph mark (ס or פ) inside a verse is shown in small type.
English translation
The King James Version (public domain), lightly modernized by Benei Avraham: “thee/thou/ye” become “you,” older verb forms are updated (“hath” to “has”), and archaic words are replaced only where the meaning would otherwise be unclear. People and places carry their Hebrew names, with the King James spelling in parentheses the first time on each page (e.g., Yehudah (Judah)). The Divine Name (יהוה, “the LORD” in the KJV) is written “Hashem”; “God” (Elohim) is unchanged, and “law” is “Torah” where the Hebrew is תּוֹרָה.
Verse numbers
Verse numbers follow the Hebrew Bible. In Numbers they differ from most English Bibles, or a verse is divided differently, in chapters 16, 17, 25, 26, 29 and 30; a note under the summary on those pages explains how.
