Exodus, Chapter 18

Yitro, the priest of Midyan, brings Tzipporah and her two sons to Moshe at the mount of God, rejoices at all Hashem has done for Yisrael and offers sacrifices; seeing Moshe judge the people alone, he counsels him to appoint rulers of thousands, hundreds, fifties and tens.

Yitro comes to Moshe

18:1When Yitro (Jethro), the priest of Midyan (Midian), Moshe’s (Moses’) father-in-law, heard of all that God had done for Moshe (Moses), and for Yisrael (Israel) His people, and that Hashem had brought Yisrael out of Mitzrayim (Egypt);

18:2then Yitro, Moshe’s father-in-law, took Tzipporah (Zipporah), Moshe’s wife, after he had sent her back,

18:3and her two sons; of whom the name of the one was Gershom; for he said, “I have been an alien in a strange land”;

18:4and the name of the other was Eliezer; “for the God of my father,” said he, “was my help, and delivered me from the sword of Par’oh (Pharaoh).”

18:5And Yitro, Moshe’s father-in-law, came with his sons and his wife unto Moshe into the wilderness, where he encamped at the mount of God;

18:6and he said unto Moshe, “I, your father-in-law Yitro, have come unto you, and your wife, and her two sons with her.”

18:7And Moshe went out to meet his father-in-law, and bowed down, and kissed him; and they asked each other of their welfare; and they came into the tent.

Yitro blesses Hashem

18:8And Moshe told his father-in-law all that Hashem had done unto Par’oh and to the Egyptians for Yisrael’s sake, and all the hardship that had come upon them by the way, and how Hashem delivered them.

18:9And Yitro rejoiced for all the goodness which Hashem had done to Yisrael, whom He had delivered out of the hand of the Egyptians.

18:10And Yitro said, “Blessed be Hashem, who has delivered you out of the hand of the Egyptians, and out of the hand of Par’oh, who has delivered the people from under the hand of the Egyptians.

18:11Now I know that Hashem is greater than all gods; for in the very thing in which they dealt proudly He was above them.”

18:12And Yitro, Moshe’s father-in-law, took a burnt offering and sacrifices for God; and Aharon (Aaron) came, and all the elders of Yisrael, to eat bread with Moshe’s father-in-law before God.

Yitro’s counsel

18:13And it came to pass on the next day, that Moshe sat to judge the people; and the people stood by Moshe from the morning unto the evening.

18:14And when Moshe’s father-in-law saw all that he did to the people, he said, “What is this thing that you do to the people? Why do you sit by yourself alone, and all the people stand by you from morning unto evening?”

18:15And Moshe said unto his father-in-law, “Because the people come unto me to inquire of God.

18:16When they have a matter, they come unto me; and I judge between one and another, and I make them know the statutes of God, and His laws.”

18:17And Moshe’s father-in-law said unto him, “The thing that you do is not good.

18:18You will surely wear away, both you, and this people that is with you; for this thing is too heavy for you; you are not able to perform it by yourself alone.

18:19Hearken now unto my voice, I will give you counsel, and God shall be with you: be for the people before God, that you may bring the causes unto God;

18:20and you shall teach them ordinances and laws, and shall show them the way in which they must walk, and the work that they must do.

18:21Moreover you shall provide out of all the people able men, such as fear God, men of truth, hating covetousness; and place such over them, to be rulers of thousands, and rulers of hundreds, rulers of fifties, and rulers of tens;

18:22and let them judge the people at all seasons; and it shall be, that every great matter they shall bring unto you, but every small matter they shall judge; so shall it be easier for yourself, and they shall bear the burden with you.

18:23If you shall do this thing, and God command you so, then you shall be able to endure, and all this people shall also go to their place in peace.”

Moshe appoints judges

18:24So Moshe hearkened to the voice of his father-in-law, and did all that he had said.

18:25And Moshe chose able men out of all Yisrael, and made them heads over the people, rulers of thousands, rulers of hundreds, rulers of fifties, and rulers of tens.

18:26And they judged the people at all seasons; the hard causes they brought unto Moshe, but every small matter they judged themselves.

18:27And Moshe let his father-in-law depart; and he went his way into his own land.

Sources & method

Hebrew text
The Masoretic text with vowels (nikkud) and cantillation marks (ta’amim), from the Westminster Leningrad Codex (public domain) as published by the Open Scriptures Hebrew Bible (CC BY 4.0). Where the written text (ketiv) differs from the reading (qere), the reading is shown and the written form follows in small type. A paragraph mark (ס or פ) inside a verse is shown in small type.
English translation
The King James Version (public domain), lightly modernized by Benei Avraham: “thee/thou/ye” become “you,” older verb forms are updated (“hath” to “has”), and archaic words are replaced only where the meaning would otherwise be unclear. People and places carry their Hebrew names, with the King James spelling in parentheses the first time on each page (e.g., Yehudah (Judah)). The Divine Name (יהוה, “the LORD” in the KJV) is written “Hashem”; “God” (Elohim) is unchanged, and “law” is “Torah” where the Hebrew is תּוֹרָה.
Verse numbers
Verse numbers follow the Hebrew Bible. In Exodus they differ from most English Bibles, or a verse is divided differently, in chapters 7, 8, 20, 21 and 22; a note under the summary on those pages explains how.
